Customer Advisory - Update 1 : Import Control System 2 (ICS 2) – Changes of EU ENS and Guidance

Dear Valued Customer,

We would like to share with you updated ICS 2 information as a follow-up to our previous notice on 3 Jun 2024.

To foster a long-term and mutually beneficial partnership, we urge our forwarder customers to develop own system to become a House B/L self-filer. Nevertheless, if it is not possible in the short term, please discuss with our local agent on how to resolve the issue of filing House B/L on your behalf.

To facilitate smoother communication, please refer to Compliance Checklist in PDF file and specify preferred role for EU ENS filing in each shipping instruction.

Please note that, customers are requested to provide the new required information in their shipping instructions to our export documentation dept. as from 1 Sep, 2024 for warming up before implementation on 4 Nov, 2024.

 

New Requirement:

*Indicate whether House B/L (s) is involved in the shipment: YES or NO
- YES , House B/L is involved :
    Self-filer – Provide EORI of Supplementary declarant (SUD) to YML.

    Need YML to file House B/L – Check with our local agent in advance, provide House B/L information to YM local agent if they can assist.

- NO , House B/L is not involved :

    Buyer & Seller information is required for EU delivery shipments. If not provided, YML will assume this information to be the same as Shipper and Consignee.

*6-digit HS code: The latest version of WCO code list must be used.

*EORI of the Consignee: Should be provided if available. Otherwise, all address details, including P.O. Box Number, City name, Postal Code must be complete and accurate.

*CUS code: Required for harmless and DG chemicals (if included in ECICS/ European Customs Inventory of Chemical Substances).

*Adequate descriptions of goods: You may check the "Unacceptable goods descriptions guidance" on our website.

 

Any insufficient information would result in late EU ENS filing or be rejected by EU Customs. In such cases, YML may receive the notifications from EU Customs like "Do Not Load (DNL)" or "Requested for additional information (RFI)". Therefore, YML will practice "No MRN, No Load" to make sure the declaration goes smoothly. We appreciate your cooperation in providing complete and accurate shipping instructions timely before each local cut-off day.
